Overview
The Indigent Management solution utilizes information technology to address both
statutory requirements as defined in the Indigent Management Policy as well as specific
requirements of each municipality. Our solution is aligned to the Guidelines for the Implementation
of the National Indigent Policy by Municipalities as prescribed by the Department
of Provincial and Local Government (DPLG).
The solution is web based and can be accessed using any standard browser through
the internet. The solution provides workflow driven interfaces to maintain and search
the indigent register. It also provides tools to import base data from Stats SA,
municipal water and electricity consumption, financial data for the purpose of planning
and monitoring.
The use of GIS components facilitates geographic targeting; this uses the cadastral
and other data to identify properties where the indigent households are likely to
be present. The GIS along with the survey manager allows the municipality to quickly
create/verify an indigent register in an organised manner.
Key Features
- Indigent Register a searchable, secure database which maintains the indigent
information. Workflow driven business processes provide the maintenance functionality
right from Application, Approval to Exit
- Audit Trail The system maintains an Audit Trail of all the changes made to
the Register. The audit record references the person, record, location etc. against
the snapshot before the change and a human readable summary of the changes
- Survey Manager The survey manager facilitates the setup and monitoring of
the surveys based on geography or from an uploaded list by creating and allocating
work packages to users.
- Android Tablet Tablets are used from field to capture directly into the system,
this prevents errors, increases accountability due to GPS coordinates and pictures
which are sent as part of the data package.
- Paper based Survey In case no tablets are available then the users can print
forms with barcodes from the system, these once completed can then be captured back
into the system.
- EServices The Eservices module allows existing or future external systems,
to query the data for integrating 2 systems in the background using Web services
